(A) It shall be unlawful to throw any filth, waste, papers or trash of any sort upon the sidewalks or streets within the limits of said city or in any alley therein.
(B) Any person owning real estate within the city limits are required to keep all sidewalks adjoining his or her property free from grass, weeds, filth and trash of all kinds and to see that the ditches are kept clean and all obstructions removed therefrom.
