§ 110.12 POSTING BILLS, ADVERTISEMENTS AND THE LIKE.
   (A)   It shall be unlawful for any person, group of persons, organizations or companies to post any bills, posters or advertisements of any kind on any telephone pole, electric power line pole or any place on the streets or in the utility spaces along the street in the city.
   (B)   The provisions of this section shall not apply to business persons or merchants in the city who may desire to use the utility space in front of their places of business to advertise their goods, merchandise and the like; provided, such advertising by local business persons and merchants shall not obstruct any street or sidewalk in the city.
