Employees of the department shall be retained in accordance with all applicable codes, rules and regulations in one of the following employment classifications:
(A) Sworn members of the Police Department who have taken the oath of office, are authorized to make arrests, and are charged with law enforcement responsibilities.
(B) Civilians including all persons performing in any regular department work classification which does not require certification as a police officer and further does not typically involve the enforcement of laws and preservation of order. (Ord. 79-O-11, 3-26-1979)
