14-1-12: EXEMPTION FROM CONSTRUCTION AND BIDDING REQUIREMENTS FOR PUBLIC BUILDINGS:
To the extent permitted by law, all expenditures made by the Village in connection with the provisions of this chapter are exempted from the formal and informal bidding requirements of this Code. Further, to the extent permitted by law, the acquisition and construction of a project shall not be subject to any requirements related to public buildings, structures, grounds, works or improvements imposed by the Illinois Compiled Statutes or by any other similar requirements which may be lawfully waived by this chapter and any requirement of competitive bidding or restriction imposed on the procedure for the award of contracts for such purpose or the lease, sale or other disposition of property the Village is not applicable to any action taken under authority of this chapter.
