14-1-7: SIGNATURE OF OFFICERS ON BONDS; VALIDITY OF BONDS:
The bonds shall bear the signatures of such officers of the Village as may be designated in the bond ordinance, and such signatures shall be valid and binding signatures of such officers; provided, that if any such officer has filed his signature with the Secretary of State of the State of Illinois in accordance with the provisions of the Uniform Facsimile Signature of Public Officials Act, the bonds may bear the facsimile signature of such officer and such facsimile shall be the valid and binding signature of such officer. The bonds bearing the signatures of officers in office on the date of the signing thereof are valid and binding obligations, notwithstanding that before the delivery thereof and payment therefor, any and all of the persons whose signatures appear thereon have ceased to be officers of the Village. The validity of the bonds is not dependent on nor affected by the validity or regularity of any proceedings related to the acquisition, purchase, construction, reconstruction, improvement, betterment or extension of the project for which the bonds are issued. The bond ordinance may provide that the bonds shall contain a recital that they are issued pursuant to 65 Illinois Compiled Statutes 5/11-74-1 et seq., and this chapter, which recital is conclusive evidence of the validity and of the regularity of their issuance.
