No person shall construct, install, maintain, or operate a cable system within the Village, or within any public ways of the Village, unless a franchise has first been obtained pursuant to this chapter, and unless such franchise is in full force and effect. Such franchise shall not take the place of any other license or permit which may be legally required of the company in order to conduct such a business, or to construct or install buildings, structures, facilities, or equipment within the Village.
