3-10-3: LIGHT; WINDOWS, SKYLIGHTS:
No laundry shall be conducted or operated in any cellar, basement or any other room or place in any building, which is not provided with sufficient natural light, by means of windows or skylights, so that on clear days during the period between one hour after sunrise and two (2) hours before sunset on sunshiny days, lumina meter tests will show a minimum illumination of five (5) foot- candles in all parts of such room or place not directly obstructed by machinery or other equipment. The general arrangement of all machinery and equipment in such laundry shall be such as not to obstruct unnecessarily the lighting and ventilation through such windows and skylights.
