Any employee of the Village having a complaint or grievance concerning job classification, assignment, working conditions, salary, benefits or any other matter relevant to employment (hereinafter referred to as a "grievance"), shall initiate said grievance to the administration of the Village in accordance with the procedures hereinafter set forth within fifteen (15) days of the occurrence.
