No license or permit shall be transferable except with the consent of the City and thereafter ratified by the Planning Commission of the City. An application for such transfer shall be in writing and shall be accompanied by fees prescribed in Sections 755.04 and 755.05. The written application shall contain the same information as requested herein for initial application for the license or permit.
