163.02 DUTIES AND RESPONSIBILITIES.
   (a)   General Powers. The Commission shall have the power to maintain the Veterans Memorial and to direct the trimming, planting, replanting, removal or disposition of flowers, trees, shrubs or plantings around the Veterans Memorial, and to study, investigate, plan, advise, report and recommend to Council, for approval, any improvement of the Veterans Memorial that exceeds ten percent (10%) of the dollar value of the Veterans Memorial Fund.
 
   (b)   Operation. The Commission shall choose its own officers, make its own procedural rules and regulations, determine rates for additional bricks and plaques to be installed in the Veterans Memorial, and keep a journal of its proceedings to be administered by the Clerk of Council. A majority of the members shall be a quorum for the transaction of business.
 
   (c)   Compensation. Members of the Commission shall serve without compensation.
 
   (d)   Reporting. The Commission shall report to Council on at least an annual basis.
