There is hereby created and established a City of Willoughby Hills Veterans Memorial Commission, which shall consist of three members, comprising of the Mayor or his representative, a Veteran who has served in the armed forces of the United States and is an electorate, and one resident of this City who is an elector, both whom are appointed by the Mayor.
