161.02 DUTIES AND RESPONSIBILITIES.
   (a)   General Powers. The Commission shall have the power to study, investigate, plan, advise, report and recommend to Council any action, program, plan or legislative act which the Commission shall find or determine to be advisable for the care, preservation, conservation, trimming, planting, replanting, removal or disposition of flowers, trees, shrubs, plantings and decorative/ornamental fixtures and/or hardscape including but not limited to flower boxes, lamp posts, clocks, benches and the like, along the right of way abutting City owned property or property zoned for commercial use. The Commission may employ consultants to assist the Commission, but only with the prior approval of Council.

   (b)   City Tree Plan. It shall be the responsibility of the Commission to study, investigate, counsel and develop and/or update annually, and administer a written plan for the care, preservation, conservation, pruning, planting, replanting, removal or disposition of flowers, trees, shrubs and plants along the right of way abutting property zoned for commercial use. Such plan will be presented annually to the Council, and, if accepted and approved by Council, shall constitute the official comprehensive tree plan of the City of Willoughby Hills.
   (c)   Operation. The Commission shall choose its own officers, make its own procedural rules and regulations and keep a journal of its proceedings to be administered by the Clerk of Council. A majority of the members shall be a quorum for the transaction of business.
 
   (d)   Compensation. Members of the Commission shall serve without compensation.
   (e)   Reporting. The Committee shall report to Council on at least a quarterly basis.
