No person, persons, firm or corporation shall raise or keep any horse or horses, cow or cows within the corporate limits of the City without first having registered with the Building Inspector to keep such horse or cow or any number thereof. Registration shall be upon forms prescribed by the Mayor and shall set forth the name, age, breed and description, including any special markings peculiar to such animal and the name, address and telephone number of the owner and/or keeper of such animal. Registration of every animal with the Building Inspector shall be accomplished within thirty days of acquisition by the owner, keeper or responsible party, except as otherwise provided in Section 1343.05.
