No special permit shall be issued by the Building Inspector until such application has been approved by the Chief of Police. The Chief shall determine that the location of the proposed structure on the untraveled portion of the City street will in no way interfere, obstruct or impede the flow of traffic, based upon viewing the actual physical conditions and topography of the land existing at the proposed location.
