Whenever the work for which a permit has been issued has not been commenced, the holder of such permit may return the permit to the Building Department for cancellation within six months after issuance. After the provisions of Sections 1331.07 and 1331.10 have been met, the remaining balance of any permit fee and/or deposit shall be refunded.
