(a) No person shall operate a snowmobile, all-purpose vehicle, all-terrain vehicle, all- season vehicle, mini-bike or trail bike on any of the public highways or streets, sidewalks or on any other publicly owned property within the City of Willoughby, or on any privately owned property within the City without having first obtained from the owner of such private property written permission and consent for such operation.

(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
