(a) Anyone who receives a parking violation may contest the violation by providing written notice contesting the violation to the Willoughby Police Department. The notice shall be received by the Willoughby Police Department, or mailed and postmarked by the postal authority, within ten days of the issuance date on the violation and shall state that the ticket is contested and the reason for same. The name, address, and telephone number of the owner or operator of the vehicle to whom the violation was issued and the violation ticket number shall be listed on the notice.
(b) Within five days of receipt of the notice contesting the violation, the Willoughby Police Department shall file a complaint and summons with the Willoughby Municipal Court for the parking violation.
