(a) A snow emergency is hereby defined as that time when there has been in or on any of the streets or roads of the City, any accumulation of snow, sleet, hail or ice. When such an accumulation has occurred, the Mayor shall, if in his opinion such accumulation has created hazardous driving conditions, announce and proclaim that a snow emergency condition exists, and then emergency parking regulations hereinafter defined shall thereafter be and remain in effect until such emergency period is by the Mayor proclaimed and announced by be ended.

(b) No person shall park or cause to be parked or permit or suffer to remain parked any vehicle on any street or road within the City during any time or period when a snow emergency condition is declared by the Mayor to be in effect.

(c) The Director of Public Service or any employee under his direction, or any member of the Division of Police or Fire of the City, is hereby authorized to provide for the removal of any vehicle parked on any of the streets or roads enumerated in subsection (b) hereof during a period of snow emergency, to such garage or other place which the Director or other person under his direction or member of the Division of Police or Fire deems proper. Any costs incurred in such removal or storage shall be paid for by the owner of such vehicle, in addition to any fines or penalties which may be imposed on the owner or operator of such vehicle.

(d) The Director of Public Safety shall cause all streets and roads entering the City to be clearly and distinctly marked with proper signs of sufficient size and legibility indicating that all streets and roads within the City are snow emergency streets.
