Unless otherwise provided by ordinance or by regulation of the Public Safety Director pursuant to Chapter 406, no person shall park or cause to park any vehicle upon the duly dedicated streets or alleys of the City or any parking lot owned or controlled by the City between the hours of 3:30 a.m. and 5:00 a.m.
