Whenever any vehicle, except a bicycle, is stored in a vehicle impound lot for any reason, a charge for each day or fraction in excess of twenty-four hours shall be made for the storage of such vehicle at the rate provided for storage of vehicles in the current agreement between the City and the towing service. There shall be no storage charge for any vehicle retrieved within the first four hours of storage. No fee for storage shall be charged if the reason for such storage was for special police purposes such as examinations or investigations.
