There is hereby levied an annual license tax at the rate of five dollars ($5.00) per motor vehicle on all motor vehicles within the district of registration which is in the City of Willoughby, as provided for in H.B. 419 and pursuant to Ohio R.C. 4504.172 therein, with collection of same to commence in January, 1988.
