There is hereby established a Citizens Environmental Advisory Board to consist of seven residents of the City. The members of such Board shall be appointed in the following manner:
Each member of Council shall appoint one of the members of such Board and the members of such Board shall hold office until the expiration of the term held by the appointing member of Council. In the event a vacancy occurs on the Board, such vacancy shall be filled by the member of Council making such original appointment or his successor.
