The purpose of this Chapter is to establish standards and procedures for the integration of public art throughout the City of Willoughby.
(a) In furtherance of this purpose, these regulations establish:
(1) A public art development fee requirement for private development.
(2) Use of the public art development fee as on-site installation for a private development.
(3) Requirements and review procedures for the installation of required public art on private property.
(4) Review procedures for the installation of all other public art on private property.
(5) The City of Willoughby public art collection, and policies and procedures for accepting and installing gifts and donations of public art on public property.
(6) The City of Willoughby public art fund.
(b) To achieve these goals, consideration of public art should be integrated into project planning at the time of project applications to the Planning Commission and/or Design Review Board.
