(a) There is hereby established in the City, a Board to be known as the Board of Building Code Appeals, consisting of five regular members and two alternate members who are qualified by experience and training to decide upon matters pertaining to building construction.
(b) Alternate members shall attend meeting at the request of the Chairman to insure that a quorum is present for each meeting. An alternate member attending a meeting shall function as a regular member.
(c) All members shall be appointed by the Mayor.
