The purpose of this Chapter is to provide design standards and principles that are in addition to the development standards applicable to development under this Zoning Code to support the City of Willoughby and the Planning Commission in efforts to: stabilize and improve property values; enhance the character, diversity and interest of the City; and foster civic pride.
