(a) Submission of Applications. The application form for a zoning permit for a one-family or two-family dwelling on a subdivided lot shall be available in the office of the Building and Zoning Inspector. A completed application accompanied by payment of the required fee and all other applicable submission requirements established in this chapter shall be submitted to the Building and Zoning Inspector. Such application may be submitted simultaneously with an application for a building permit, and shall include the following:
(1) A plot plan drawn to scale showing the exact dimensions of the lot to be developed; lot number; information as to any unusual natural or topographic features and evidence that the lot has been surveyed and properly located.
(2) A site plan drawn to scale showing the location and dimensions of proposed and existing buildings including garages and other accessory buildings; driveways and parking areas; proposed finished grades; and location and use of buildings on adjoining lots within ten feet of any property line; dimensions, height and bulk of structures to be erected.
(3) The intended use.
(4) The height of existing and proposed structures.
(5) The dimensions of yards, open areas and parking spaces.
(6) Any other pertinent data as may be necessary to determine and provide for the enforcement of the Planning and Zoning Code.
(b) Review for Completeness by Inspector. Upon receipt of an application, the Building and Zoning Inspector shall within a reasonable period review the application and any accompanied proposed plan for completeness and compliance with all the applicable submission requirements of the Planning and Zoning Code.
(c) Action by Inspector. The Building and Zoning Inspector shall, within 30 days after determining an application complete, approve or disapprove the application:
(1) Approval. The Building and Zoning Inspector, finding that the application and all documents comply with this Planning and Zoning Code and other codes of the City and that the application is accompanied by the proper fee, shall issue a zoning permit.
All site improvements as required by this Code and other codes shall be constructed or their construction guaranteed prior to the issuance of the zoning permit.
(2) Disapproval. If the Building and Zoning Inspector does not recommend approval of the application, the Inspector shall suggest changes in the drawings as may be necessary to accomplish the purposes of this Planning and Zoning Code.
(d) Expiration of Zoning Permits. A zoning permit shall become void at the expiration of one year after the date of issuance unless construction is begun. If no construction is begun or use changed within one year of the date of the zoning permit, a new application and permit shall be required, including a new certificate of appropriateness if required. Construction is deemed to have begun when all necessary excavation and piers or footings of one or more principal building(s) included in the plan shall have been completed.
