Within thirty days following the appointment and confirmation of a Director of the Municipal Redevelopment Commission, the Commission shall meet for the purpose of organizing, shall appoint a Secretary from among the members of the Commission or from among any of the other directors or employees of the City, shall keep minutes and records of all its proceedings and shall transmit monthly to Council a report of its activities during the preceding month.
