There is hereby established the Willoughby Municipal Redevelopment Commission, which Commission shall consist of three members, namely the Director of Public Safety, the President of Council and a third member who shall be known as the Director of the Commission and who shall be appointed by the Mayor with the consent and confirmation of a majority of the members of Council.
The Director of Public Service, the Director of Finance, the Director of Law and the Building and Zoning Inspector may be permitted to participate in any discussions or meetings conducted by the Commission, but they shall have no vote on any matter.
