The Director of Finance is hereby authorized and directed to transpose all salaries of employees from either their stated monthly or annual amounts to hourly rates. For the purpose of computing such hourly rates, other than those to be paid to members of the Fire Division, the standard work year of 2,080 hours shall be used. In calculating all of such hourly rates, any fraction of a cent per hour shall be raised to the next full cent.
