There is hereby created the position of Waste Water Treatment Plant Superintendent who shall be appointed by the Mayor subject to the recommendation of the Civil Service Commission. The Superintendent shall manage, control and operate the Willoughby-Eastlake Joint Sewer Plant under the general supervision of the Director of Public Service and shall do all work necessary for the efficient operation and maintenance of the sewer plant and related work as assigned by the Director.
