The Division of Streets shall be managed, controlled and operated under the general supervision of the Director of Public Service. Its function shall be to keep the public streets, lanes, alleys, avenues, sidewalks, drains, sewers and other public structures open, in good repair and free from nuisance, and to perform such other duties as Council shall direct.
