The Director of Public Service shall act as head of the Department of Public Service. He shall have supervision of and be responsible for the operation of the divisions created and assigned by Council to the Department and, shall prescribe all necessary bylaws, rules and regulations for the operation of each of such divisions. He shall have such other powers and duties as are prescribed by Council.
