   176.02 METHOD OF SELECTION OF MEMBERS.
   (a)   Two Board members shall be elected by the Council of the City.
   (b)   Two Board members shall be elected by the volunteer peace officers employed by the City.
   (c)   One Board member shall be elected by the board members of sections (a) and (b), whom shall be an elector of the City, but not a public employee, member of Council of the City, or member of the police department.
