131.08 EMERGENCY MEDICAL SERVICE RATES AND REGULATIONS.
   (a)   The City shall provide emergency medical and rescue squad services to residents of the City and shall only bill residents and their insurance company, including the Federal Health Care Programs of Medicare and Medicaid, for the services provided, but only to the extent of their insurance coverage (i.e. there will be no out-of-pocket costs to the residents of the City). The City shall treat the revenues received from local taxes as payment of any otherwise applicable co-payments and deductibles due from the residents of the City.
 
   (b)   The City shall provide emergency medical and rescue squad services to nonresidents of the City and shall request full payment at the rate established by this section from the non- resident’s insurance company, if any, and/or the non-resident.

   (c)   The following schedule of rates, or as modified by Council, shall be applicable to individuals who use the following services:
      (1)   Basic Life Support Transportation (BLS)      $700.00
      (2)   Advanced Life Support Transportation (ALS)   $800.00
      (3)   Advanced Life Support Transportation (ALS2)   $900.00
      (4)   Mileage Fee - BLS, ALS, and ALS2      $14.00 Per Mile

   (d)   The Mayor, Chief of Fire, and the Director of Finance are hereby authorized to establish guidelines and procedures to assist the indigent and the financially needy that are unable to pay for emergency medical services.
   (e)   All funds collected pursuant to this section shall be disbursed as follows:
      (1)   Such part thereof as is necessary to defray all expenses of collection shall be paid.
      (2)   The balance remaining after such payments shall be deposited to the General Fund.
