131.07 ORIGINAL APPOINTMENTS.
   (a)    No person shall be eligible to receive an original appointment as a full-time firefighter who has not reached twenty-one (21) years of age, or as a volunteer firefighter who has not reached eighteen (18) years of age, on the date of appointment; and has, not more than 120 days prior to receiving such appointment, passed a physical examination given by the examining physician for the City, or with the consent of the Director of Public Safety, some other physician licensed as a medical or osteopathic doctor under the laws of the State, showing that the applicant meets the physical requirements necessary to perform the duties of a firefighter as prescribed by the job description formulated by the Civil Service Commission.
   (b)   No person shall be eligible to receive an original appointment with the City of Willoughby as a full-time firefighter who will be thirty-five (35) years of age or older on the date of the appointment.
   (c)   The Director of Public Safety shall, prior to making any such appointment of a full-time firefighter, file with the Police and Firemen’s Disability and Pension Fund a copy of the report of the findings of such licensed physician. The fee for such examination shall be paid by the City.
   (d)   No person shall be eligible to take a competitive or nonassembled examination for original appointment as a volunteer firefighter who has not reached eighteen (18) years of age within sixty days from the date of the taking of the examination. Any person under the age of eighteen (18) years of age at the time of taking the competitive, the nonassembled, or the physical examination, shall furnish the City with a consent and indemnification form executed by the parents or legal guardian of such person.
   (e)   In all respects not in conflict herewith, the rules of the Civil Service Commission shall apply to original appointments.
