131.04 DUTIES OF CHIEF; RIGHT OF ENTRY.
   The Fire Chief shall be responsible for keeping the fire apparatus and equipment of the Division in good condition and repair and shall keep an inventory thereof, a copy of which shall at all times be on file with the Director of Finance or other similar officer of the City and shall be open for public inspection. The Fire Chief shall make such reports as are required by the Mayor or the Director of Public Safety. The Fire Chief shall be responsible for conducting fire drills and at all times maintaining the Division in such condition as to render the most efficient service. He shall make his recommendations from time to time for the improvement of the service of the Division. It shall be the duty of the Fire Chief to cause investigations to be made of any and all fires and he shall have the power to compel the attendance of, administer oaths to, and examine witnesses and compel the production of books, papers and records of any nature pertaining to the investigation, and to do and perform all such other acts as may be necessary to the effective discharge of the duties of such office.
   The Fire Chief, Assistant Fire Chief, Battalion Chiefs, captains and lieutenants shall have the right of entry into any building which, in the opinion of the Fire Chief, is endangered by fire, for the purpose of examination, and shall make a report of such proceedings to the Mayor or to the Director of Public Safety.
