(a) There is hereby established a Division of Fire within the Department of Public Safety, to be composed of a Fire Chief and such other officers and personnel as Council shall from time to time determine.
(b) There is hereby created within the Division of Fire an Arson Investigation Unit. The Director of Public Safety, subject to budgetary allowances, is hereby authorized to assign to such Unit such members of the Divisions of Police and Fire as may be necessary to perform the duties of an Arson Investigating Unit when and as such Unit is needed.
