(a) No person shall be eligible for original appointment as a patrolman who has not reached twenty-one (21) years of age on the date of appointment.
(b) No person shall be eligible for an original appointment with the City of Willoughby as a patrolman who will be thirty-five (35) years of age or older on the date of appointment.
