(a) There is hereby created within the Division of Police a Bureau of Detectives which shall consist of such number of members of the Division of any of the ranks as may be prescribed by the Chief of Police. Members of the Division assigned to the Bureau may wear plain clothes or uniforms as may be prescribed by the Chief.
(b) There is hereby established within the Bureau a Juvenile Division which shall consist of such members of the Bureau as may be assigned to juvenile matters.
