129.03 SUPERVISION AND ORGANIZATION.
   The Division of Police shall be under the supervision of the Director of Public Safety and subject to his orders and directions. The Chief of Police shall be responsible for the daily operation and supervision of the Division and the Captain, each Lieutenant, Sergeant, policeman and special policeman shall be responsible to the Chief and subject to his orders and directions. It shall be the duty of the Chief to make written reports to the Director of the activities of the Division, and any recommendations he may have for the more efficient operation thereof. The Chief shall be responsible for keeping records of such matters as may be required by the Director and he shall devote such time as may be required to provide adequate and sufficient operation of the Division. In the event the Chief is absent or unable to perform the duties of his office, the Captain shall assume the responsibilities and duties of the Chief. In the absence of the Chief and the Captain, the Director shall designate another officer who shall act in the stead of such officials.
