All demolition shall be conducted in accordance with the standards of Section 3745.20 of the Ohio Administrative Code. The demolition contractor shall contact the Lake County General Health District - Division of Air Pollution for demolition procedures and required permits. Further protection for the general public and workers employed thereon shall be provided as is indicated by the following criteria:
(a) Fences, Barricades and Temporary Structures.
(1) Every demolition operation located less than half the height of the building from the street or alley lot line shall be enclosed with a fence not less than eight feet high for protection and to prevent entry of unauthorized persons. When located less than five feet from the street, a fence or other barrier shall be erected when required by the Chief Building Inspector, or designee. This requirement may be waived where the Service Director and Chief Building Inspector determine that a protective fence would not be necessary to protect the public health, safety, and welfare of the public.
(2) All fences, barricades or temporary structures of any kind located on public streets, alleys or sidewalks, shall be so constructed as not to obstruct vision at the intersection of streets.
(b) Required Covered Walkways.
(1) A covered walkway is required at the site of demolition of any building which exceeds one story in height and located less than ten feet from the sidewalk or is located less than one quarter of the height of the building from any street or alley, unless the street is officially closed during the demolition.
(2) Covered walkway shall be constructed to afford an unobstructed walkway for pedestrians, not less than eight feet high and four feet wide. Each side of the walk shall be provided with smooth handrails.
(3) The temporary or permanent sidewalk shall be covered along the entire length of the project, and be in use at all times that demolition activity extends above the second floor level.
(4) Where in the opinion of the Chief Building Inspector and Service Director a covered walk is not necessary, a permit may be issued to block-off part of the sidewalk and construct a temporary walk, but without cover. (Ord. 2013-122. Passed 11-12-13.)
