1330.04 REQUIREMENTS FOR DEMOLITION OF STRUCTURES.
   (a)   Obligations Prior to Demolition; Fees. Prior to starting demolition work on or wrecking of any building or structure, the contractor shall have all necessary permits and pay a permit fee.
   (b)   During Demolition. The following regulations apply to demolition sites:
      (1)   All commercial, industrial or multi-family residential demolition sites shall have fencing, engineering striping, or other means to prohibit general entry.
      (2)   A water source must be available and used to prevent dust from spreading from the site. During demolition, the structure shall be sprinkled to properly control the impact of dust on neighbors and public roadways.
      (3)   All material such as lumber, brick, or glass demolished on the site must be removed from the site in a closed truck or a protected covered canister.
      (4)   All services must be properly disconnected from the site before beginning demolition. Representatives of the utility companies must approve such disconnection and/or removal of the services.
      (5)   No blasting shall take place as part of the demolition without express agreement with the City and any required permits for blasting.
      (6)   Substructures such as basements, tanks, or pools shall be removed and the excavation backfilled with clean granular material brought to the original surface of the ground. Ground cover shall be placed over the entire demolition area if it is not immediately intended to be converted to another use. Foundations and slabs need not be removed provided they will be used for new construction which will commence no later than six (6) months from the end of the demolition. If construction has not commenced within said time period, the foundation and slab shall be removed.
      (7)   Sidewalks and curbs must be restored to their original condition.
      (8)   No demolition work or activity shall be done between the hours of 9 p.m. and 7 a.m. as provided in Section 510.03 of the Codified Ordinances of the City.
