No person or group of persons shall use any facility for an unreasonable period of time or in an unreasonable manner. The Director of Parks and Recreation or his/her designee shall enforce this provision, taking into consideration the total number of persons at the park eligible to use such facilities; the weather conditions; the condition of the facility, park area, and equipment; and the risk of damage or injury to equipment, property, or persons. The Director or his/her designee may provide and determine uniform use schedules and rules.
