115.03 POLICY.
   This statement reaffirms the policy of the City of Willoughby to hire employees without discrimination as to race, creed, color, sex, age, national background, physical handicaps not detrimental to performance, general health, gender identity or sexual orientation. All personnel actions including but not necessarily restricted to, recruiting, employment, transfer and promotional procedures, reductions in force, City-sponsored training, benefit programs, social and recreational programs, shall be administered without regard to race, creed, color, national background, sex or age, except where sex or age is a bona fide occupational qualification, and to correct the effects of past discrimination and to prevent present and future discrimination.
