(a) Any permittee that has placed or located any item, thing, or structure on or below any public way that would interfere with the public use of the public way shall upon the order of the Director of Public Safety remove or relocate the item, thing or structure within five (5) days of the date of receipt of the order. The removal or relocation shall be approved in writing by the City Engineer.
(b) In the event the item, thing, or structure is not removed or relocated, the City may, at its option, remove or relocate the item, thing, or structure and bill the owner or lessee of the item, thing, or structure removed or relocated for the actual cost of the removal or relocation.
