   (a)   The planting of the following trees is permitted within the City:

   (b)   Wherever and whenever the Director of Public Service or his designee determines, subject to the limitations herein, that the planting of a tree by the City on a tree lawn or any public right-of-way would be impractical or not desirable, then, at the request of the abutting private property owner, the City may furnish to such private property owner a tree from those enumerated in subsection (a) hereof to be planted in the front lawn of the private property by the owner. If it is determined that the planting could interfere with existing utilities or create other unique planting problems, the City may undertake to plant such trees at the request of the private property owner. Planting shall be permitted in tree lawns that are from twelve feet or greater in depth, consistent with this section.
