As used in this chapter:
(a) "Arboriculture" or "tree preservation" means and includes the treating, spraying, pruning, maintaining and any other care or work intended for the strengthening of trees, and the removal and prevention of tree pests, blights and disease of any and all kinds.
(b) "Arborist" means a person trained in arboriculture, forestry, landscape architecture, and experienced in the conservation and preservation of native and ornamental trees.
(c) "Certified Arborist" means a person certified by testing by the International Society of Arborists to be competent and experienced in the field of arboriculture.
(d) "Critical Root Zone" means the minimum area beneath a tree that must be left undisturbed in order to preserve a sufficient root mass to give a tree a reasonable chance of survival. The critical root zone is typically represented by a concentric circle centering on the tree trunk diameter at breast height or approximately four and one-half feet (4-1/2') above ground.
(e) "Director of Public Service" or "Director" means the Director of Public Service of the City or his designee.
(f) "Public Place" means any public street, public highway, public park or any property owned or held by the city within the boundaries of the City.
(g) "Tree" means:
(1) A woody perennial plant with one main stem or trunk which develops many branches, usually at some height above the ground: most trees are over ten feet tall and over six inches in diameter at a height of about five feet.
(2) A shrub or herb of arborescent form.
