As used in this chapter "news media" means:
(a) Any newspaper or magazine published and of general circulation within the County and any other newspaper, magazine or other publication published on a regular basis, of general circulation within the County and having a total circulation in excess of 25,000 per publication, the management or editorial head of which has, in writing, requested notification pursuant to Ohio R.C. 121.22(F); and
(b) Any commercial radio or television broadcasting station transmitting from within the County whose general manager, station manager, news editor or other person in charge of news therefor has requested notification pursuant to Ohio R.C. 121.22(F).
