It is the purpose and intent of this chapter to regulate nightclubs to promote the health, safety, morals and general welfare of the citizens of the City and to establish reasonable and uniform regulations to prevent such establishments from disturbing the safety and tranquility of the residents. The provisions of this chapter are also intended to reduce or eliminate any adverse secondary effect from such businesses.
