The standard bench mark and reference point for the description of the elevations of grades to be established for the streets, public highways, sidewalks and curbs, pavements, sewers, water pipes and all other structures of the City shall be the bench mark of the United States Geological Survey located and placed in the northwest corner of the stone base of the cannon near the center of the Public Square. For the purpose aforesaid, the elevation of the bench mark is declared to be 665 feet.
